Reccomended dutch or english university

Hi,
I am looking for a good CS university, I am mostly interested in OS development, (low level) networking, and overall the how-does-it-work parts of CS, but not so much project management (of course every university is going to teach this, but I don't want it to be the main focus).
I am looking for either a dutch or an english university, and I wondered if some of you have a better idea of what universities are good in which departments.

I don't know of and was unable to find a nice list like the British seem to have. But afaik the season for open days is coming so quite some universities should be opening they're doors if you want to take a peek inside. But what do you think about self-education? There are plenty of ways to do that. However, it requires a good deal of self-control. But on the other side - it's free and it's very flexible.

Another drawback - there will be too little "networking". Mates from Cambridge can do your life much better than your lonely brain. But you still have a way to be social using this forum, for example.
