The problem is with the definition of the limits of "C++". If you consider C++ just a programming language, which is syntax and functionality only, you can pretty easily learn it in three weeks. If you consider learning C++ the same as being an expert on C++ and programming in general, that does take ten years. The former is technically more accurate, but the latter is what people mean when they say "learn (programming, C++, C, etc.)".
