It's not supposed to show how competent people are, it's a measure of forum activity. However I do think it's a bit redundant considering there's a post counter underneath it.

In addition, phpBB registration explicitly asks the user to confirm if they are over 13. That of course does not stop any of them, but it does mean that for all practical purposes we can assume everyone is.

Is checking that box when I am under 13 (12 currently) considered as forum rules violation? At my registration I didn't thought about my age at all.
