Sorry, I fail to see the relevance.

Gentoo would run even faster. LFS would run faster than that but, from what you've said so far, I think this might be a bit beyond you. If you want to stick with the Red Hat branch, why not run Fedora? Use XFCE for you desktop rather than Gnome or KDE and it will be plenty fast enough.

It seems to be a popular choice, but I can't understand why anyone runs RHEL other than in an enterprise situation.

I think I would actually consider RHEL if I had to reinstall my desktop. Simply because I like stability and hate having to do frequent distribution upgrades which always change everything, and once you've got everything back to work like you want, the next upgrade is already there.

Hm, or maybe Debian Stable, I haven't used that for a while.

Updating is not compulsory. But it is nice to have security updates without having to pay.

It seems that the OP wants updates, but doesn't want to pay for them (which is probably a situation that applies to most home users). RHEL is thus a poor choice.

The intel gma 3150 doesnt run ubuntu well anymore that is what I was trying to say. I don't plan on swithing operating systems for a while because then there will be a pause in my os work which I just started back up today. I also like rhel how I can do a lot more at once. As for why I have an Enterprise OS running is that I really like Linux and the other operating systems I have tried either runned sluggish or just didn't look right. I had ubuntu which runs slower, windows 8 which runs fast but for what I wanted to do it had to do the extra stuff which sometimes didnt work on windows 8, and I was running Mac os x 10.6.7 which I didnt have a working graphics driver so i couldnt do anything on there besides do basic web browsing so I found rhel and how it had options for web development and regular development and since I am doing both it really caught my eye and after using it I really like the style of it and the fact that developing on it is easier for me for some reason

So just run ubuntu in 2d mode. As I understand your problems with gma are caused by unity interface.

Or install cinnamon, or mate, or any other less taxing desktop environment for that matter.

Linux Mint might be another ubuntu-like choice with slightly different flavor (but still can use all ubuntu repositories and support for nicer DE than unity).
