China had not blocked the website, more likely the redirect from google (if you were accessing it from google) was blocked. Or you attempted to go onto a blocked website i.e blogspot unintentionally and they blocked your access. Also if you were in an area with high expat concentration, there tend to be alot of vpn users. China knows this and occassionaly disrupts internet access.
