You forgot the best part of that story.. the guy actually claimed God told him to do it.
Canada doesn't have a habit of punishing the mentally ill, we simply lock them up... 2 or 3 years, and then see if they can design an OS.

Now seriously.
First of all, his sentence was indefinite.. he could very well spend the rest of his life in a hospital, the yearly review process is mandatory, also.. the reviewers will be fully aware of what he's done and wouldn't release him upon the public if they believed he was a serious threat. (
..which I agree, he is.)
As for the seal thing, that's just ridiculous.. never heard of that.. sounds more like something an American would do.
