You can do AI outside of the OS as a normal application and when it is advanced enough (if ever) then you can put it inside a chip. No OS is needed for this. If you are able to make a valid AI as an user application then many investors might help you with money.
Nope. Human brain is very different from an OS. Completely different architecture. No logical connection with an OS.Remember the human brain is a advanced OS and win/linux is not even as advanced as a worm .
