What's your budjet . I know some people who are really good . But they do not come cheap[
. A good artist is sometimes payed more than a programmer or developer.

Then you should have requested someone seeking charity/free work, and not a 'job'. You would have gotten significantly less views, but that's better than telling job-seekers that you can't pay.
